— Establishing a National Intelligence Bureau (NIB) with Zero Executive Powers  
  and an Automated 72-Hour Crisis Response Mechanism  
  to Elevate Japan to Top-Tier Five Eyes & QUAD Partnership by 2035 --

The Japan–Estonia EU Digital Society Promotion Council (JEEADiS) today publishes a landmark policy proposal for the comprehensive, democracy-first reform of Japan’s intelligence and counterintelligence architecture, drawing extensively on Estonia’s world-leading digital-state model.

Executive Summary
This proposal presents a democracy-first, phased, and fully costed roadmap to elevate Japan to top-tier partner status within the Five Eyes and QUAD intelligence communities by 2035.

Five Core Pillars
1. Creation of a strictly analytical National Intelligence Bureau (NIB) with zero executive or law-enforcement powers (U.S. ODNI model)  
2. Estonian X-Road-inspired digital authenticity guarantees for population registry and personal data (counter-impersonation)  
3. Permanent Parliamentary Intelligence Oversight Committee  
   (4 ruling + 4 opposition + 1 Supreme Court–nominated justice; mandatory Top Secret clearance)  
4. 10–30 minute trigger + fully automated 72-hour crisis response workflow for Taiwan and similar contingencies  
5. Funded entirely from 1–3 % of the additional budget created by raising defence spending to 2 % of GDP (no tax increases or social-welfare cuts)

Why This Proposal Matters Now
As of 2025, Japan continues to be assessed by Five Eyes and QUAD partners as having reliability gaps in intelligence sharing. Multiple allied assessments highlight a “72-hour total blindness / annihilation risk” in the opening phase of a Taiwan contingency.

Japan’s Four Structural Bottlenecks
1. Absence of a unified all-source analytical body (silo effects)  
2. Underdeveloped security clearance regime (restricts allied sharing)  
3. Outdated technical countermeasures against human infiltration and identity fraud  
4. Political and bureaucratic delays in crisis decision-making (the 72-hour vulnerability window)

Positioning of This Proposal
This is not a universal cure-all. It deliberately targets the four highest-priority, most solvable bottlenecks, using proven Estonian digital technologies to deliver dramatic capability gains without compromising democratic control.

＜なぜ今、この提言が必要なのか＞
2025年現在、日本はFive Eyes・QUAD諸国から「情報共有パートナーとしての信頼性に課題がある」と評価され、台湾有事の初動72時間で「全滅リスク」が指摘されています。

＜日本の現状：4つの構造的ボトルネック＞
1. 情報の一元分析機関が存在しない（縦割りによる重複・漏れ）  
2. セキュリティ・クリアランスの未整備（同盟国との情報共有が制限される）  
3. 人的浸透対策の技術的遅れ（背乗り・なりすましが後を絶たない）  
4. 有事における初動の政治的遅延（責任回避・縦割りによる72時間リスク）

＜本提言の位置づけ＞
「日本の全課題を一度に解決する万能薬」ではなく、最も優先度が高く、現実的に突破可能な4つのボトルネックに絞った抜本改革案です。エストニアのデジタル技術を活用することで、民主的統制を損なわずに能力を劇的に向上させる「日本らしい解決策」を示しました。
