The Japan & Estonia EU Association for Digital Society (JEEADiS) has released its latest policy proposal entitled: “JEEADiS Policy Proposal 2026: Redesigning the Infrastructure of Digital Democracy — A Policy Proposal for Realizing Internet Voting in Japan.” This proposal aims to initiate legislative design during the 2027 Ordinary Session of the National Diet and presents a realistic, phased model for introducing Internet voting in Japan, grounded in the country’s legal framework, administrative structure, and public trust environment. International Significance Beyond domestic reform, the proposal contributes to international discussions on digital democracy by sharing Japan’s approach to balancing trust, verifiability, and institutional responsibility in electoral system design. 一般社団法人日本・エストニアEUデジタルソサエティ推進協議会（JEEADiS）は、政策提言 「デジタル民主主義基盤の再設計 ― 日本版インターネット投票実現に向けた政策提言」を公表しました。 本提言は、2027年通常国会における立法設計の開始を視野に、日本の選挙制度・行政構造・国民の信頼環境を前提とした、現実的かつ段階的なインターネット投票導入モデルを提示するものです。 提言の背景 日本の選挙制度は、公正性と正確性を重視してきましたが、社会構造や技術環境の変化への適応が十分とは言えず、以下のような構造的課題が顕在化しています。
